    Description: 
    Two standing eagles face outward from opposite sides of sculpture. In the other two quarters are shield and flag groups. The top of the sculpture is a globe, circled by a star-studded band set at a forty-five degree angle to the vertical line of the work. The sculpture is supported by a basin on a column which forms the fountain component.

    Remarks: 
    This sculpture was commissioned as part of the Hot Springs National Park's first major landscaping project. Captain Robert R. Stevens, United States Army, supervised the landscaping project, and it is suspected that he may have designed the fountain portion of this piece. Stevens commissioned Edward Kemeys to design the sculpture which tops the fountain.
