Description:
An abstract sculpture comprised of an incomplete circle (about five-sixths complete) set upright, with void at top. Three sides of the circle are rough finished; one side is smooth and highly polished. The sculpture rises vertically on a concrete base.

Remarks:
The sculpture, which cost $70,000, was commissioned by the Connecticut Commission on the Arts under the Percent for Art program for Art In Public Places. According to the artist, the incomplete circle represents the process of law which is one of continual building. The stone was quarried in northern Connecticut. The stone cutting and polishing was done by Sindorf at RMG Stone Factory in Castleton, Vermont. Xenilles Construction Company poured the concrete base. IAS files contain preliminary elevation diagram of sculpture.
