Litton Cochran financed the sculpture. This monument was accidentally damaged by a construction crane and was taken apart and stored in a garage for years. The sculpture was moved from its original location at City Hall to make room for construction in the area. It was rebuilt and rededicated May 19, 1975. When the monument was rebuilt, a metal rim was added which listed the names of more than 205 war dead from Knox, Blount, Sevior, Loudon, Union, Jefferson, Grainger, and Roane counties.
