Description:
Twelve tubular "V" shaped arms are set in a circular pattern, with the top center edges merging to form a flat circle in the middle. The form represents a "stylized adaptation of the precipitator" (from a portable water purification unit developed by Charles Herbert Spaulding).

IAS files contain dedication ceremony brochure and copies of architect's plans for sculpture and surrounding area. Nearby are two plaques. One reads: IN MEMORY/CHARLES/HERBERT/SPAULDING/1888-1968/FOR HIS RESEARCH IN/THE FIELD OF WATER/PURIFICATION/PRESENTED BY/HIS WIFE AND CHILDREN/ 1975. Other plaques reads: THE DESIGN OF THIS FOUNTAIN/WAS INSPIRED BY THE FIRST/SPAULDING WATER PRECIPITATOR/AT THE SPRINGFIELD MUNICIPAL/WATER PALNT IN THE LATE 1930S./THIS PRECIPITATOR WAS DESIGNED/BY MR. CHARLES H. SPAULDING/AND WAS THE PROTOTYPE OF MANY/INSTALLATIONS ACROSS THE COUNTRY./A PORTABLE VERSION WAS USED/THROUGHOUT THE WORLD BY THE/ARMED FORCES IN WORLD WAR II./THE FORM OF THE MEMORIAL/FOUNTAIN REFLECTS THE PRE/CIPITATORS BASIC TRUNCATED/INVERTED CONE WITH ITS EFFICIENT 52 (degree symbol) ANGLE.
