(On aluminum plaque on first level of pool:) The Eagle Scout Tribute Fountain/Donated by/Mr. and Mrs. John W. Starr/October 6, 1968/ Through their vision, ingenuity, generosity and desire to recognize Eagle Scouts across the length and breadth of our nation, this tribute was constructed.
Description:
A wreath with the Boy Scout Eagle badge in the center. On either side of the wreath is a woman, one symbolizing day and the other night. Beside each woman is an eagle. The sculpture group is backed by a stele. Around the memorial are two spiral stairways and a pool.

Remarks:
McKim designed the sculpture for the Seventh Avenue entrance to Pennsylvania Railroad Station in New York City, where it was installed in 1910. It originally contained a clock in the center of the wreath. In the mid 1960s, the railroad donated the sculpture to Kansas City. In 1968, when the sculpture was relocated to Kansas City, local architect Maurice McMullen designed a new setting and included a fountain. Weinman designed the plaque describing the Eagle Scout Badge. IAS files contain excerpts from Piland, Sherry, and Ellen J. Uguccioni, "Fountains of Kansas City: A History and Love Affair," Kansas City: City of Fountains Foundation, 1985, pg. 170-171, which discusses the relocation of the monument from New York City.
