(On large pedestal:) This artwork came from cooperation between the Toledo Soldiers Memorial Association, which provided the base, and the Toledo County Public Library, which commissioned the bronze sculpture. It was dedicated July 4, 1986. The flame sculpture designed and executed by Phyllis Nordin represents the light of knowledge. Its symbolic illumination enlightens and entertains the lives of those it reaches. The library is proud to participate in that experience. (On one side of cornerstone:) ERECTED BY/THE TOLEDO MEMORIAL ASSOCIATION/THIS STONE WAS LAID JULY 4, 1883 (On other side of cornerstone:) IN HONOR/OF THE/UNION SOLDIERS AND SAILORS/OF LUCAS COUNTY/WHO SERVED IN THE WAR/OF THE REBELLION
Description:
On a low, hexagonal base of black granite stands a tall, four-sided black granite pedestal supporting a bronze sculpture of an eternal flame. Adjacent to the large pedestal is a small pedestal of similar shape and material which carries an engraving of Toledo's Memorial Hall, razed in 1955. On the other side of the large pedestal sits the original white granite cornerstone of Memorial Hall (laid and dedicated in 1883).

Remarks:
Monument incorporates the original inscribed cornerstone of Toledo's Memorial Hall (also known as the Soldiers Memorial Building) which stood at the intersection of Adams and Ontario Streets, across from the Toledo Lucas County Public Library. The cornerstone was laid on July 4, 1883 with funds from public contributions and on land owned by the Toledo Soldiers Memorial Association (formed in 1879). Memorial Hall was razed in 1955. The TSMA commissioned the present monument commemorating Civil War veterans.
