Description:
A white abstract sculpture comprised of three flat wing-like shapes that join in the center. Each wing is symbolic of progress - past, present and future. The three shapes each have a prong projecting upward and a prong projecting downward. The lower prongs serve as feet for the sculpture. The sculpture is sited in the center of a pond. At water level, a concrete ring surrounds the sculpture. At various points on the ring are nozzles which spray water.

IAS files also contain copies of the copyright registration and a resolution by the Parkersburg City Council commending John D. Owens, Parkersburg Fire Chief and designer of the sculpture. The Marietta Concrete Company fabricated the fountain from Owen's design.
