Remarks:
The sculpture commemorates Senator Frank Putname Flint (1862-1929), whose work gave the City of Los Angeles right-of-way to Owens River. The fountain cost approximately $25,000. Funds were raised through public subscription. In 1930, initial designs for the fountain were submitted by sculptor Harold Swartz, but his designs were subsequently withdrawn. In Dec. 1931, approval was given to new designs by architect Henry MacKay. Julia Wendt sculpted the medallions. IAS files contain official minutes from the Municipal Art Commission (1930-1933) and related newscippings from Los Angeles Times, dated April 24, 1929 (pt. 2, pg. 9); March 24, 1930; March 25, 1930; Aug. 31, 1930; Jan. 28, 1933 (pt. 2, pg. 12); and Sept. 14, 1933 (pg. 2, pg. 8).
