A portrait bust of Governor Hugh J. Gallen dressed in a jacket, striped neck tie and a shirt, looking slightly to the proper right. The bust is placed atop a two-tiered base surrounded by curbing.

Remarks:
The memorial commemorates Hugh J. Gallen, governor of New Hampshire from 1979 through 1982. Plans for the memorial began in 1983 and it cost an estimated $20,000. The bust was sculpted while the artist was resident sculptor of United Development Services. Nugent did the mold work; D.A. Court did the brazing work. The base was fabricated by the John Swenson Granite Company and the Rock of Ages Corporation. The bust was completed in 1986, but controversy over its placement delayed its installation for three years. The current site of the sculpture is the location that Gallen had reserved during his governorship to become "Governors State Park," honoring governors of New Hampshire.
