In the meantime, Haff Circle had been designed in 1937, a mirror pool had been implemented in 1939, and the landscaped circle and mirror pool were dedicated in 1940. The landscaped circle was designed by Wilbur H. Dunn, and the beautification improvements were supervised by J. V. Lewis. The bust was installed near the west end of the mirror pool in 1967. IAS files contain copies from 1990-1991 Kansas City, Missouri, Historic Survey of Parks and Boulevards, which discusses the design and creation of the memorial, and includes biographical information about Delbert J. Haff.
