The Broome County Courthouse was built in 1897 under the direction of Miles Leonard using plans drawn up by architect Isaac G. Perry. The sculpture was installed on top of the dome the same year by the Edgar G. Freeman Company Metal Works of Binghamton. In February of 1990, the sword held by the figure fell off.
