Commissioned under the Metropolitan Arts Commission's One Percent for Public Art Program for $225,000, upon construction of the Portland Building. The architect, Michael Graves, suggested a work based on the City's seal which features "Lady Commerce," a Classical figure who welcomes traders into the port. A national competition was held in 1981 and the artist was selected in 1982. Portlandia was created in Washington, D.C., shipped in eight pieces, and assembled in Portland. IAS files include texts of commemorative plaques, including the poem "Portlandia" by Ronald Talney, a Walking Tour brochure and a fact sheet from the Metropolitan Arts Commission.
