    Description: 
    At the top of a tall obelisk stands a Civil War soldier holding a flag. The base of the obelisk is adorned with four uniformed figures representing the Navy, Infantry, Cavalry, and Artillery. The sailor holds binoculars to his eyes with his proper right hand. The artillery figure holds a cannon stopper in his proper right hand, his proper left hand is on his hip. The infantry figure stands holding the barrel of his rifle in both hands. The cavalry figure stands with his proper left hand on his sword.
