    Description: 
    Memorial consisting of an exedra structure of fieldstone, concrete and stucco, on which are hung three bronze plaques with bas-reliefs. In the relief on the center plaque is a full-length female figure representing Liberty. She stands and holds an American flag which billows out behind her. On her proper left is the kneeling figure of a sailor. He is dressed in uniform, kneels on his proper right knee and holds a rifle on his proper left knee. Behind him are two ships at sea. On Liberty's proper right is a soldier dressed in World War I uniform. He kneels on his proper right knee and holds a rifle against his proper left knee. Behind him is a devastated field of battle with artillery and ruins. The plaques to the right and left of the center plaque both bear bas-reliefs of eagles, wings outspread, near the top center of each plaque.
    The elaborate base consists of a concrete floor raised two steps above ground level, with a long concrete step across the front. At each outer corner and on either side of the center, flanking the center plaque, are round pillars of fieldstone. Each pillar has three bands of concrete and is topped by a round light fixture on a short metal pole. Between each inner and outer pillar is a curved bench with fieldstone base, concrete seat and seatback. Above each bench and between the two inner pillars are stucco walls on which the plaques are hung. Behind the center section is a large U-shaped projection with fieldstone sides and a concrete top in which a flagpole is set.

    Kendall was contracted to build the base. IAS files contain transcriptions of all names listed on plaques. IAS files contain copies of related Annual Reports for the Town of Gorham from 1919, 1920, 1921, 1922, 1923, 1976, 1977 and 1978 which include recommended appropriations for the memorial.
