The sculpture was commissioned by Roger and Louise Barker to commemorate Sam Peppard, an early Kansan who traveled the prairies in a wind-powered vehicle. The sculpture was originally located in their yard. In 1990, after Roger's death, the sculpture was donated by his daughter to the Jefferson County Historical Society. The current site of the sculpture, Jefferson Town, is a historical complex. Sam Harvey, helped Frazier with the molding and installation process at its original location.
