    Description: 
    At the top of a tall granite shaft is a metal female figure representing the Goddess of Victory wearing a laurel wreath and carrying a sword, which is now missing. Below the shaft is a circular structure adorned with pairs of columns and topped by four metal figures depicting a sailor, a cavalryman, an infantryman, and an artilleryman. Two bronze reliefs depicting battle scenes are set into the sides of the shaft base.

    Remarks: 
    In 1895, the general assembly passed legislation authorizing the county to erect a monument to commemorate Civil War soldiers and sailors, but it was not until 1899 that the monument was commissioned. The monument honors not only the men who fought in the Civil War, but also the Revolutionary War and the Spanish-American War. The contract for the design of the monument was awarded to the Harrison Granite Company on Nov. 11, 1899. The contract for the construction of the foundation was let to Peter Stipp of Scranton for $50,000, but an additional $2,500 was needed to create more solid support pillars for the monument. Frank Carlucci and employees of Carlucci Brothers erected the monument. In 1967, the sword held by the Goddess of Victory was torn from the sculpture by a gust of wind.
