The sculpture is representative of the landscape of Kansas and signifies the Sister City relationship between Hays, Kansas and Santa Maria, Paraguay. The design for the sculpture came from studying land near the Saline River valley. Pete Felten, Jim Hinkhouse, and Mark Paulsen assisted with the fabrication of the sculpture. Nearby plaque reads: To commerate (sic) the achievements of Kansas Paraguay Partners organized in 1966 Under the Partners of the Americas, a People to People Program of Cultural & Technical exchange begun under Pres. John Kennedy. IAS files contain related articles from Hays Daily News, May 26, 1980; and May 27, 1980.
