    Description: 
    Reliefs on an Art Deco style building depicting figures in urban scenes, classical images and images representative of St. Paul and Ramsey County. The urban scene shows moving figures from all walks of life including a policeman, a mother, businessman, laborers and a newsboy. A crowned female figure in classical dress carries a book inscribed VOX POP ULI JUS CIV ILE, at the top of the building. Flanking the entrance are two classically garbed female figures. At left, the figure holds scales in her proper left hand and a scepter with entwined snakes in her proper right hand. Surrounding her are an urban skyline, two gears, a barrel on which rests an open book, with an anvil set in front. At right stands a female figure with flowing hair holding a scythe in her proper right hand and a sheaf in her proper left hand. She wears a dress and stands in front of a train on a trestle, pine trees and sheaves of wheat. A butter churn stands to her proper left. Square reliefs on the side of the building contain a crown and sword for the city of St. Paul, a washstand and scroll for Ramsey County and an eight-pointed star for the state of Minnesota. There are also scales for justice and pipes for peace.

    Remarks: 
    The reliefs were designed by Lee Lawrie and carved by Andre Garrett. IAS files contain a brochure from the Mayor's office, which gives history of the building, built between 1930 and 1932 under the supervision of architects Holabird & Root and Ellerbe Associates, Inc.
