The base is built of 13 pieces of stone with cannon on each corner and trim of cannon balls. Reliefs decorate the sides. On the east are crossed muskets, on the south, an anchor and rope; on the west, crossed sabers, and on the north, crossed flags, bunting and the initials G A R.

    Remarks:
The concept for the monument is attributed to Henry S. Beckhardt. A Civil War veteran Charles Gilliams, bugler and First Sergeant of Co. M, 6th Cavalry, is reportedly the model for the statue. The sculpture was done by Herman Strecker; the base by Dennis McSherry. The monument was fabricated by P. F. Eisenbrown and Eagle Marble Works. IAS files contain related excerpt from Wayne E. Homan's "Heritage of Berks."
