Description:
Full-length figure of a striding flag bearer in military (probably Civil War) dress atop a tall four-sided base. Soldier's proper right hand crosses chest to grasp the sword at proper left side; proper left hand grips flagpole. Proper right leg is bent and stepping forward while the proper left is straight. Motifs in low relief decorate the sides of the base: two crossed swords (front); two crossed cannons with mound of cannon balls (proper right); anchor (back).

The idea for a memorial was first raised in 1882, by the Wolford Post of the G.A.R. The Township (which included Perrysburg) donated $300 toward the cost of the memorial. By 1901, the community had raised $1,800 for the purchase of the memorial, to be designed and built by Eckhardt Monument Company of Toledo. John Hood, a retired Prairie Hull farmer, paid for $1,200 for the lot (then known as Corn Cob Hill) and donated it to the village. The monument was unveiled May 24, 1902.
