A rectangular relief tablet depicts a soldier and sailor. The sailor is standing behind the soldier holding a sword in his proper right hand and a furled flag with his proper left hand. He wears a shirt with a kerchief. The soldier kneels in front and to the proper left of the sailor. He is shown in proper right profile. He holds his rifle at the base of the barrel with his proper right hand, as he grabs the bill of his cap with his proper left hand. The soldier is dressed in a knee-length jacket and a cape that blows back over his proper right shoulder. The United States War Office and Navy Department insignias appear in the upper left and right corners of the tablet, respectively. The tablet is mounted on a rectangular slab flanked by a short L-shaped wall on each side that creates an alcove. Two steps lead to the tablet.
