A relief scene on the C & O Canal. At the top, two loaded train cars pass over a bridge, with a horse on the left side. Under the bridge, there are two barges on both sides, with three men standing on top of the barge on the left.

The sculpture, done after a print or sketch by Judy DeHart, was a gift of Operation Gateway. IAS files contain transcription of nearby plaque, which gives 1976 as design and fabrication date. IAS files also contain dedication pamphlet which gives information related to the funding and creation of the surrounding park, dedicated June 14, 1975.
