    Description: 
    A frame of steel casing creates a grid of square and rectangular openings. The vertical frame has six cement panels inset irregularly into the openings. Five of the six panels have bas-reliefs. On the far left is a relief of a hand holding a torch. The torch is being passed to another hand which is outstretched on the right. The panel above depicts several figures working in a tropical setting; palm trees are in the background. A large center panel has a half-length portrait of John F. Kennedy. He stands behind a lectern. In the distance is a row of trees. The panel on the far right shows the Statue of Liberty. Standing in front of the statue is a full length figure wearing a hooded hat and cape and carrying a spear in his proper left hand and a shield in his proper right hand. The figure is barefoot. The sculpture sits on a long stone base.

    Remarks: 
    A nearby sound system plays excerpts from the dedication speech President Kennedy gave at the dedication ceremony of the Whiskeytown Dam on Sept. 28, 1963. The bas-reliefs on the memorial represent different interests the President had including the Peace Corps, Civil Rights, Conservation and Defense of Liberty.
