Description:
A tiered fountain decorated with animals, mythological creatures and faces is placed in the center of a circular pool that is studded with frogs. The fountain is crowned by an eagle with its wings spread. The bird stands on a short column that emerges from a circular basin. The basin rests on top of a larger column, the base of which is surrounded by creatures with the head and torso of a man, blowing on conch shells that they hold to their mouths. Between the creatures are large shells in deep relief. A second circular basin is at the base of the column. The basin is mounted on a cross-shaped lower section adorned with imaginary creatures with long hair, flared nostrils, and open mouths. Allegorical male heads, each with a moustache and a partly open mouth spouting water are positioned at each intersection of the cross. Below each head is a large shell that functions as a basin to hold the water spouting from their mouths. There are thirteen frogs spouting water into the pool. The pool's rim is decorated with twenty-five circular planters. The fountain is lit by 150 lights.

Berenice Francis Langton created the allegorical heads and spouts in Paris. The fountain was restored in 1989-1990 by Harty Mountain Industries and A. A. Giacamontonio. The fountain is dedicated to the memory of Commissioner James A. Keady in appreciation for his years of service (1967-72). For related information see the vertical file at the Jersey City Library.
