On the southwest corner of the federal building stands a series of white concrete stairs that evoke the rippling surface of water and ocean waves of Virginia's Tidewater area.

The sculpture, which cost $50,000, was commissioned by the General Services Administration and was funded through the Art-in-Architecture Program which reserves one half percent of the cost of new government buildings for artworks to accompany construction. Originally, the sculpture was designed to have a fountain pool. There is an aluminum plaque with the title, date, and name of the artist set into the southwest corner of the work. The artist notes that the benches and concrete planters adjacent to the work have not been removed despite repeated requests by the artist. IAS files contain a newspaper article from the Ledger Star (Norfolk, VA), Nov. 1, 1979, pg. A1-4.
