Remarks:
In 1895, the general assembly passed legislation authorizing the county to erect a monument to commemorate Civil War soldiers and sailors, but it was not until 1899 that the monument was commissioned. The monument honors not only the men who fought in the Civil War, but also the Revolutionary War and the Spanish-American War. The contract for the design of the monument was awarded to the Harrison Granite Company on Nov. 11, 1899. The contract for the construction of the foundation was let to Peter Stipp of Scranton for $50,000, but an additional $2,500 was needed to create more solid support pillars for the monument. Frank Carlucci and employees of Carlucci Brothers erected the monument. In 1967, the sword held by the Goddess of Victory was torn from the sculpture by a gust of wind. IAS files contain newspaper articles from the Scrantonian, Sept. 1, 1968 and the Scranton Sunday Times, March 12, 1967. For additional information see the Scrantonian, Aug. 4, 1968.
