This fountain was part of the "Art in the Cities" program proposed by the Park People and the I-25 Artists' Alliance to beautify seventeen traffic triangles in Denver. Models were submitted in 1972 for review by the Denver Art Commission, the Parks Department, the Department of Public Works, and the Traffic Department. This fountain was planned for intersections, first at Broadway, 24th and Lawrence Streets, and then at East 1st Avenue and South Steele Street, before its present site was chosen. the contract agreement was signed with Dwyer on August 9, 1974. Fountain cost $15,000. Partial funding was received from the National Endowment for the Arts. Robert Behrens collaborated on the piece. IAS files contain related correspondence from the artist, Art in Cities materials, and construction agreement.
