Tall shaft topped by an eagle with outspread wings, and decorated with reliefs of crossed rifles and flags.

One of the earliest Civil War memorials in the United States and at its erection, said to have been the largest solid shaft of marble in the United States. The memorial was rededicated in 1990, and because the names on the memorial were worn and hard to read, five bronze plaques bearing the names found on the marble monument were added at that time. The plaques were purchased from the Erie Landmark Company for about $2,000, financed by the Historic Franklin Preservation Association. Robert and Betty McElhattan, Association members, researched the names and shared the cost for the plaques.
