The fountain was commissioned by Al Kincaid, who contributed $3,000 to its construction. The City of Edmonds provided part of the money for installation of the fountain. A public drive was held with a goal of $7,000, but only $1500 was raised. Original plans called for a bronze sculpture of sea creatures, but the design was changed to an abstract copper sculpture when fundraising efforts fell short. Jack McLellan of the City of Edmonds planning and engineering staff was responsible for the engineering work on the fountain.
