The memorial cost $4,400 and honors all veterans of Belleville who participated in each of the past national conflicts. The sculpture project was spearheaded by the Veterans Council. It was designed by Eugene Guass and built by A. H. Hopper. It replaces an earlier wood memorial, inscribed with veteran names.
