V.; and the Ancient Order/of Hiberians, Divisions nos. 1, 2 and 3/and the Emmett Council (Four faces of granite pedestal contain a roster of 49 names of those engaged in the Battle of Sabine Pass, Sept. 8, 1863.) signed
    Description: 
    Standing figure of Lt. Dick Dowling in military uniform. He has a drooping moustache and holds a pair of binoculars in his proper right hand. His proper left hand rests on the hilt of a sword. The statue stands on a tall base with inscriptions on all four sides. The top of the base is adorned with a relief carving of a cannon on wheels, and shamrocks are carved on each orner about the inscriptions.

    Remarks: 
    Gift of the Dick Dowling Camp no. 197, the Hiberians and the Emmett Council in memory of Dick Dowling, a Confederate army lieutenant and his unit. The sculpture was dedicated in front of city Hall on Market Square, and stood there until 1940, when it was moved to Sam Houston Park. In 1958 it was moved again to its present location in Hermann Park. IAS files contain related excerpt from Stone, Feb. 1901, pg. 165, which briefly mentions fund raising efforts for statue.
