Inscription:  (Figures are identified in vertical lettering to the right of each:) MOSES/SOLON/JUSTINIAN Description:  The three full-length figures of Moses, Solon and Justinian are installed on the facade of the courthouse. Each figure is between two pillars. Moses wears a long hooded robe and long beard. He points with his upraised proper right hand to a tablet held in his proper left hand. Solon has short hair and a trimmed beard and also wears a long robe. He holds a scroll horizontally across his collarbone with both hands. Justinian wears a long robe with wide sleeves. He is balancing a trunk on his proper left shoulder. He proper right arm is folded across his chest, towards the truck.
