Description:  Panel relief depicts Washington planning the Battle of Trenton with his generals, Nathanael Greene and John Sullivan. Washington is depicted in the center with a profile image of his horse behind him. Washington stands with his proper left hand on his hip and his proper right hand holding his sword vertically. He wears his military uniform with a long cape and a tri-cornered hat. Greene in his military uniform appears to the proper right of Washington and holds a map with his proper left hand while pointing to a spot on the map with is proper right hand. A Native-American male scout wearing a coonskin cap and fringed jacket stand just behind Greene's proper left shoulder and holds a flag with his proper left hand. Sullivan dressed in his military uniform is seated on Washington's proper left, down in the lower right corner of the panel. Another male figure dressed in a military uniform and tri-cornered hat stands behind Sullivan holding a flag. Below the panel are two spandrel reliefs flanking an archway. The left spandrel relief, representing Washington's military service, depicts a loosely-draped, bare-chested female figure holding a sheaf of arrows and a powder horn in her proper right hand and a laurel branch symbolizing victory in her proper left hand. The right spandrel, representing Washington's public service, depicts a loosely-draped female figure holding a Roman fasces in her proper left hand and an oak branch symbolizing public service in her proper right hand. Both figures recline against the curve of the archway. The face of General Greene is that of Arthur Brown, architect of the building and the face of General Sullivan is that of Edgar Walter, Amateis' friend and fellow sculptor. Amateis was paid $6,000 for his work. Various sketch models for Amateis' panel relief show how the panel underwent several changes based on suggestions from the Commission of Fine Arts and the architect, Arthur Brown. At one point, Washington was portrayed without his tri-cornered hat which was later included in the final panel. The Gurney publication contains photographs of several clay sketch models for the panel, including one showing Washington without his hat. Both Goode and Gurney publications include a photograph of Edmond Amateis seated on the scaffolding below his final scale model taken on February 11, 1935. Goode publication refers to the spandrel figure on the left as a representation of one of Washington's major interests, agriculture, and describes the figure as holdings a sheaf of wheat rather than arrows.
