WAS BORN IN/NICE, FRANCE ON DECEMBER 29, 1879 AND/GREW UP IN MILWAUKEE, WISCONSIN./THROUGHOUT HIS 28 YEAR CAREER HE/WAS ONE OF AMERICAS FOREMOST PROPONENTS/FOR A STRONG AIR FORCE AND CHAMPIONED/THE IDEA OF A SEPARATE ACADEMY FOR THE AIR SERVICE./DURING WORLD WAR I HE ROSE/FROM THE RANK OF CAPTAIN TO BRIGADIER GENERAL. AFTER/WORLD WAR I, REALIZING AMERICA'S AIR POWER/DEFICIENCIES, HE BECAME INCREASINGLY CRITICAL/OF THE NATIONAL MILITARY POSTURE. IT WAS/DURING THIS PERIOD/THAT HE POINTED OUT/THE VULNERABILITY OF HAWAII FOR A SNEAK/ATTACK.
