Description:  General Jose Artigas stands with his brimmed hat in his proper right hand, and the hilt of his sword in his proper left hand. He wears a battle uniform from Uruguay. A blanket is draped over his proper left shoulder and he wears knee-length boots. The sculpture is mounted on a tapered rectangular base. The original sculpture was cast in 1898 and stands in Uruguay. In 1949, two more casts were made, one for Montevideo, Minnesota and one for Washington, D.C. (IAS 56940002). IAS files contain conflicting information. According to the pamphlet "Montevideo, Minnesota," by the Montevideo Area Chamber of Commerce, the sculpture was presented in 1946 by the schoolchildren of Montevideo, Uruguay, as a token of their Sister-City relationship. According to Moira Harris' "Monumental Minnesota," Pogo Press, 1992, and an excerpt from an unidentified source, the sculpture was presented to the city in 1949, as part of the city's Fiesta Days.
