    A portrait of Spinner dressed in trousers, a knee-length buttoned overcoat, a cape, and a brimmed cap. He stands with his proper right hand tucked into his overcoat at his midriff. His proper left hand rests on an unfurled scroll of paper set atop a small pedestal.

    Remarks: 
    Francis Elias Spinner (1802-1890) was Lincoln's Treasurer of the United States. He also served as major general of the 26th Regiment of the New York State Artillery; in 1854 was elected to Congress, where he served until 1861, when he was appointmed U.S. Treasurer. In 1875, he retired to Jacksonville, Florida and founded the First National Bank. Spinner was instrumental in helping women find employment in the government offices.
    In January 1891, the General Spinner Memorial Association was formed in Washington, D.C. to raise funds and erect a memorial in honor of Francis Spinner. In Oct. 1891, Ellicott presented a model to the committee for their approval. The bronze statue, cast in 1894, was to be installed in front of the Treasury Building, in Washington, D.C. It was never installed there and remained in storage at the Corcoran Gallery until the General Nicholas Herkimer Chapter of the Daughters of the American Revolution petitioned to move the statue to Myers Park (Herkimer, NY), as a companion sculpture to a statue of General Herkimer. The cost of the memorial was $20,000.
    The statue was dedicated in Herkimer on Tuesday, January 29, 1909. Speakers included Rev. H. M. Cox, Senator Warner Miller, and the Hon. A. M. Mills. A poem by John A. Joyce was read.
