(On plaque on basin:) THIS LATVIAN FREEDOM FOUNTAIN IS A GIFT FROM THE LATVIAN ETHNIC GROUP TO THE PEOPLE OF COLORADO SPRINGS, COMMEMORATING IN 1968 THE 50TH ANNIVERSARY OF THE DECLARATION OF INDEPENDENCE OF LATVIA: SINCE 1949 THOUSANDS OF LATVIAN REFUGEES HAVE FOUND FREEDOM AND OPPORTUNITY IN THE UNITED STATES. THIS FOUNTAIN IS A SYMBOL OF HOPE FOR ALL OF THE FORMERLY FREE PEOPLE OF THE WORLD, WHO KEEP ALIVE IN THEIR HEARTS THE HOPE OF SELF DETERMINATION, UNDER GOD FOR ALL NATIONS. 1969 unsigned
Description:
Fountain consists of a square basin in which stands an abstract representation of a "Kokle" or Latvian
harp
. There are three stars, from the Latvian Coat of Arms, located above the midline of the sculpture on both sides and a floral design at the bottom. The
harp
itself signifies a "voice in the wilderness" which refers to a story in the Psalms in which a peace-loving people, driven from their homes, hung their harps in the trees.

Commissioned by the Latvian Freedom Fountain Committee of the Latvian Ethnic Group as a gift to the people of Colorado Springs. The cost was $12,000. IAS files include a related article from the Gazette-Telegraph (Colorado Springs, Colorado) Nov. 23, 1970 and correspondence and memoranda from the City pertaining to the fountain's donation.
