A horizontal circular compass resembling a medallion, commemorating Delaware's having been the first state to ratify the
Constitution
. In raised lettering and inscribed in the center of the compass rose are the signatures of Delaware's signatories of the
Constitution
, Delaware's coat of arms and the date of the State's ratification, surrounded by sunrise motifs. Surrounding the center are phrases relating to the
Constitution
and Delaware's role in its ratification, a relief of a sailing ship, the names of the other original
states
, the dates of their ratification, and the distance and the compass headings to the capitals of those
states

Remarks:
The sunrise motifs surrounding the central element of the sculpture are copied from the chair from which George Washington presided over the Constitutional Convention.
