The sculpture is installed atop a circular stone base adorned with four bronze inscription plaques describing the Walla Walla Treaty Council of 1855, the history of local Native American tribes, Chief Yellowbird, and the funders responsible for the placement of the sculpture.

The sculpture was dedicated on June 10, 2005 during the Sesquicentennial celebration of the Walla Walla Treaty Council of 1855. The sculpture was funded through Walla Walla Historic Memorials and a grant from the Donald and Virginia Sherwood Trust, with contributions from the Murr Family Foundation, the George T. Welch Trust, and the Clara and Art Bald Trust. IAS files contain transcriptions of all four inscription plaques on base.
