    Description: 
    A relief installed on the front stairway at the entrance to the Finance Building features iconographic symbols of the Pennsylvania economy. The center of the relief depicts components of the State Seal including a plow, sheaves of wheat, a ship, and an eagle flanked by two rampant horses. A banner wrapped around the sheaves of wheat is inscribed with the motto "VIRTUE LIBERTY INDEPENDENCE." The left side of the relief depicts, in descending order, the seasons of the year, domestic and wild animals, plant life and a Native American, and natural resources of the earth. On the right side of the relief are representations of agriculture, dairy, lumbering, and the manufacturing of iron and steel.
