Description:
A pediment grouping of figures representing the history of
California
. In the center is a female figure representing the undeveloped state of
California
, welcoming the World with open arms. She is flanked on one side by a monk, symbolic of the Church and Spanish period; on the other side by a figure representing the Mexican epoch. To the right of the Mexican, with a Buffalo, is a group representing Agriculture with a female figure of Energy. Behind the Buffalo is a group symbolic of the rough phase of the early days, that corner being filled by a wounded man. On the other side, with an Oxen, are grouped the early Settlers with an allegorical figure of Courage. In the rear of the Oxen is a Miner panning gold. Next comes a Mother and Child, symbolic of the new blood and virility of the coming generation. The corner of the pediment is filled with a settler blowing his fire.

Remarks:
One of two pediments, 20 panels, and 4 figures designed by Edward Sandford as part of a $40,000 commission for the Capitol Extension Group. Local chislers assisted Sanford with the carving. The inscription title of the pediment was taken from the poem "The Coming American," by Sam Walter Foss (1858-1911).
IAS files contain copy of the National Register of Historic Places Nomination Form and
California
State Library "Self-Guided Tour" handout which gives detailed history of the
building
. The Library & Court Buildings were created by the architectural firm of Weeks & Day, with Charles Peter Weeks, responsible for most of the design. The contract was awarded in 1918 and ground breaking took place in 1922, but war inflation delayed completion of the
building
until 1928/1929.
