Inscription:  (On right side of base, incised lettering:) A TRIBUTE/TO THE DEAD,/A MEMORY/FOR THE LIVING/AN INSPIRATION/FOR POSTERITY Description:  Winged Victory stands with proper right leg bent holding a wreath in her upraised proper left hand and a flag in her proper right hand. She wears flowing drapery and a pointed helmet. The sculpture surmounts a tall fluted column set upon a square base.
