    Nearby plaque reads: ELLINGTON'S DREAM/in 1926 Asheville and Buncombe County/officials considered erecting matching government buildings on Court Plaza. The city/chose Douglas Ellington's Beaux-Arts design/with its Art Deco embellishments. The county,/however, rejected Ellington's plan and built a/more traditional structure by Milburn Heisler/and Company. Both were dedicated in 1928./Placed by the National Society of the Colonial Dames of America/in the State of North Carolina, Bancombe County Committee. IAS files contain a related pamphlet "Downtown Asheville: the Asheville Urban Trail," City of Asheville, Downtown Development Office, n.d.
