A large oval sculpture divided into four sections is made of polished stainless steel over a core of manganese bronze. Two of the sections feature curving shapes cut out of the steel surface to reveal the underlying bronze core.

The initiator for the project was the Redevelopment Authority of the City of Philadelphia. The inscription on nearby plaque reads: "GIFT OF THE WIND"/by Joseph C. Bailey/was installed by the Philadelphia national Bank and/Independence Mall Urban Renewal Area/On March 22, 1978 as the fine arts commitment/required by the redevelopment authority/of the city of Philadelphia. IAS files contain an excerpt from Penny Balkin Bach's "Public Art in Philadelphia," Philadelphia: Temple University Press, 1992, pg. 216.
