    (Incised on base, front:) WILLIAM McKINLEY/PRESIDENT/OF/THE UNITED STATES/A STATESMAN SINGULARLY GIFTED TO UNITE THE DISCORDANT FORCES OF GOVERNMENT AND MOULD THE DIVERSE PURPOSES OF MEN TOWARD PROGRESSIVE AND SALUTARY ACTION - A MAGISTRATE WHOSE POISE OF JUDGMENT WAS TESTED AND VINDICATED IN A SUCCESSION OF NATIONAL EMERGENCIES - GOOD CITIZEN - BRAVE SOLDIER - WISE EXECUTIVE - HELPER AND LEADER OF MEN - EXEMPLAR TO HIS PEOPLE OF THE VIRTUES THAT BUILD AND CONSERVE THE STATE, SOCIETY, AND THE HOME. (On base, reverse:) THIS MEMORIAL WAS ERECTED BY THE CONTRIBUTIONS OF MORE THAN ONE MILLION MEN, WOMEN AND CHILDREN IN THE UNITED STATES AND MANY OTHERS IN FOREIGN LANDS.
    Description: 
    Full-length standing figure of William McKinley giving his last speech. He holds papers in his proper left hand; his proper right hand is in his pocket. He stands in front of a chair of state. Ivy carved around the base symbolizes the constancy of McKinley's character. The sculpture is installed on a granite base on a landing in a set of granite stairs that lead to McKinley's tomb.

    The sculpture is based on a photograph taken by Miss Frances B. Johnston a few hours before President McKinley was shot. Harold Van Buren Magonigle designed the chair of state.
