Description:
Allegorical female winged figure of Liberty stands atop a Roman column on a square pedestal and base. She holds a flag and extends her proper right hand out with an olive branch. There are four bronze war eagles at the base of the column, which is also ringed with maple leaves. Shields on the base contain national and local coats of arms and inscriptions. A single male figure in Union uniform originally stood on nearby concrete risers.

Remarks:
Erected in 1905 in honor of the citizens of Oswegatchie (of which
Ogdensburg
was a part until 1926) who served in the Civil War. The monument has been vandalized with repairs made by Roman Bronze Works. Because the soldier figure was repeatedly vandalized and knocked off its base, it was moved indoors (sometime after 1975) to the library basement for safekeeping.
