Description:
Full-length Victory figure stands on her own pedestal against a rectangular wall. The figure wears Classical robes, sandals, and a helmet. Her proper right hand holds the handle of a downward pointing sword and her proper left hand rests on a shield. The whole work stands on a long, horizontal base with a bench on each side. The base is accessible on each side by a small set of stairs.

, the movement to erect the monument began in Jan. 1919, when the City Council created a citizens' committee to select an appropriate memorial.
