Description:
Full-length figure of a uniformed Union color bearer stands atop an octagonal pedestal. The figure holds the flagpole in both hands, draping the flag behind him. The lower portion of the staff is broken off. On the front of the pedestal is a medallion with a bust-length portrait of Col. Richard A. Oakford, commander of the regiment. The colonel wears a suit with bow tie and has wavy hair and a moustache and beard. A relief of the Corps emblem of a three-leaf clover appears on the front cap stone.

Remarks:
Erected by the State of Pennsylvania, the monument recalls an experience of the regiment at Fredericksburg, Dec. 13, 1862. The regiment's colors were passed through many hands during the battle until they were finally retrieved by a dying soldier. At one point the lower portion of the staff was shot off as it was held. Colonel Richard A. Oakfield, commander of the regiment, fell at Antietam. The monument is on the National Park Service List of Classified Structures (LCS no. 110). IAS files contain a copy of the LCS report form.
