    Description: 
    On the 9th Street facade, just above the windows, the Federal Courthouse and Post Office is adorned with thirteen state shields that represent the thirteen states in the circuit of the federal district court. The shields depict the state seals for: Rhode Island with the Providence Plantation 1636; North Carolina; New York; Virginia; New Hampshire; Tennessee; Massachusetts; Connecticut; Georgia; New Jersey; Pennsylvania; and Delaware.

    The reliefs were created as part of the Works Progress Administration. IAS files contain an excerpt from Penny Balkin Bach's "Public Art in Philadelphia," Philadelphia: Temple University Press, 1992, pg. 219. The photograph in the IAS image files depicts just three of the seals.
