Phil M. Donnelly served two terms as governor of Missouri from 1945 to 1949 and from 1953 to 1957. Funding for the sculpture was provided by the County Court but came principally from individuals. The head is placed in front of a set of repousse copper doors designed by William Severson and which depict events in the life of the late Governor.
